Joana Chiavari, Research Director of CPI’s Rio Office, leads the Climate Law and Governance Program, where she oversees the work of a team of lawyers, while also supporting cross-cutting strategic projects. Joana has been collaborating with CPI since 2012, providing decision makers with in-depth analysis and expertise to strengthen Brazil’s policies and institutions and shape its transition to a more sustainable future, with a strong focus on land use, infrastructure and clean energy.

Before joining CPI, Joana served as an Energy Analyst at the International Energy Agency (IEA), focusing on policy approaches to accelerate the rate of low-carbon innovation. Previously, she worked as a Senior Policy Analyst at the Institute for European Environmental Policy (IEEP), and, before that, as a Researcher at the Climate Change Policy and Modelling Unit of the Fondazione Eni Enrico Mattei (FEEM).

A qualified lawyer in the fields of environmental and climate change law, Joana holds a PhD in Analysis and Governance of Sustainable Development from the University Ca’ Foscari of Venice and a Master’s Degree in Environmental Management from the University Sant’ Anna of Pisa. She has also been a lecturer for the LLM program of Environmental Law at the Pontifical Catholic University of Rio de Janeiro (PUC-Rio) since 2005.
