David Posner


David Posner is a Consultant in CPI’s Energy Finance Program. He focuses on energy efficiency analyses that address policy formation, demand creation, and financing. Prior to joining CPI, David was a program manager at the Alliance to Save Energy, where he developed a system to rate “green” bonds in terms of their potential to reduce carbon dioxide emissions. Before that role, David spent five years at the U.S. Department of Energy (DOE), where he led the Business Operations Team of the State Energy Program and oversaw impact analysis for $3.1 billion in Recovery Act (ARRA) grants used to implement energy efficiency and renewable energy projects and programs. At DOE, he was also detailed to the Vehicle Technologies Office, where he evaluated business models for the deployment of electric vehicle recharging infrastructure, and the Clean Energy Manufacturing Initiative, for which he evaluated the global competitiveness of U.S. clean energy supply chains. David holds an MBA in finance from the Wharton School of the University of Pennsylvania and a PhD in history from Yale University.
