Joana Chiavari is Research Director at CPI/PUC-Rio, where she leads the Climate Law and Governance Program and the Climate Finance agenda, and supports cross-cutting strategic projects. Joana has been collaborating with CPI since 2012, providing decision-makers with in-depth analyses and expertise to strengthen Brazil’s policies and institutions and shape its transition to a more sustainable future, with a strong focus on land use, infrastructure, clean energy, and climate finance. She has also been a lecturer for the LLM program of Environmental Law at the PUC-Rio since 2005. Joana is also a member of the Strategic Group of Brazilian Coalition on Climate, Forests and Agriculture. 

A qualified lawyer in the fields of environmental and climate change law, Joana holds a PhD. in Analysis and Governance of Sustainable Development from the University Ca’ Foscari of Venice, a Master’s Degree in Environmental Management from the University Sant’ Anna of Pisa. 

Prior to joining CPI/PUC-Rio, Joana served as an Energy Analyst at the International Energy Agency (IEA), focusing on policy approaches to accelerate the rate of low-carbon innovation. Previously, she worked as a Senior Policy Analyst at the Institute for European Environmental Policy (IEEP), and, before that, as a Researcher at the Climate Change Policy and Modelling Unit of the Fondazione Eni Enrico Mattei (FEEM).
