How much progress are we making on the third long-term goal of the Paris Agreement? Article 2.1(c) seeks to make finance flows ‘consistent with a pathway towards low greenhouse gas (GHG) emissions and climate-resilient development’. Some countries are making huge strides towards ensuring that their finance flows are Paris-aligned. However, little is known about collective progress against Article 2.1(c) despite its importance as part of the Global Stocktake (GST) of the Paris Agreement implementation in 2023.

To guide discussions around Article 2.1(c) at COP28 in Dubai, this event will develop thinking around a framework for tracking progress towards Article 2.1(c). Panellists offer a variety of global and country-level perspectives to lay out the challenges, opportunities and needs of such a framework and how it can be integrated into the UNFCCC-related processes.
