This session will discuss financing models for renewable energy projects, related risks, and the perspective of financing institutions. CPI India Director Gireesh Shrimali will discuss the India Innovation Lab for Green Finance, a new initiative endorsed by the Ministry of New and Renewable Energy, which will draw on business and government leaders to identify, select, and help implement ideas for instruments that will mitigate risks and drive more investment for clean growth in India.

Financing Resilience and Adaptation: Lessons from the Climate Investment Funds (CIF)

Having amassed considerable experience with the Pilot Program for Climate Resilience, the Climate Investment Funds (CIF) will share lessons from its resilience portfolio via contributions from a variety of panelists from different countries. These country experiences can help inform the adaptation and resilience discussions taking place at the COP21. CPI Senior Director Dr Barbara Buchner will moderate at this side event where panelists will:

Launch of Climate Investor One

The Dutch development bank FMO will launch the Climate Investor One instrument, one of the winning instruments in last year’s cycle of the Global Innovation Lab for Climate Finance. Mr Nanno Kleiterp, CEO of FMO, the Minister for Foreign Trade and Development Cooperation of the Kingdom of the Netherlands, Mrs Lianne Ploumen will both be present. CPI Senior Director and head of the secretariat of the Global Innovation Lab Barbara Buchner will moderate this event.

Lima-Paris Action Agenda Session on Private Finance: New projects and initiatives to increase the green finance flows

The Global Innovation Lab for Climate Finance will take part in the Lima-Paris Action Agenda, which brings both state and non-state actors together to accelerate cooperative climate action throughout 2015, in Paris in December and well beyond. The Lab will report on its latest progress in the session on “New projects and initiatives to increase the green finance flows” as part of the private finance focus on Friday 4 December. Lab Principal and Secretary of State, Federal Ministry for Environment, Nature Conservation, Building and Nuclear Safety, Germany Jochen Flasbarth will present.
Climate Summit for Local Leaders

The action of local leaders is a critical component of reach limiting global temperature rise. The Climate Summit for Local Leaders will ensure that the efforts and solutions delivered by global cities and local governments are making a difference for the outcome of COP21. The Adaptation Finance Gap – An Update
A Joint UNFCCC and UNEP Side Event

The United Nations Environment Programme (UNEP) and the UNFCCC Secretariat will host this event in order to present findings from the Adaptation Finance Gap Update, produced by a UNEP and UNEP DTU Partnership. This Update brings together key findings on from the 2014 Adaptation Gap Report with preliminary findings from ongoing work focussed on adaptation finance gaps. The update also draws on insights from the adaptation component of the Intended Nationally Determined Contributions (INDCs) submitted by countries and synthesised by the UNFCCC secretariat. As of 13 November, 134 INDCs, covering 161 countries, had been submitted. More than 80 per cent of these include components on adaptation, forming a new basis for discussing and agreeing on ways forward to enhance global, national and local action on climate change adaptation and address adaptation gaps.
The presentations of the update and key findings from the INDCs will be followed by a panel discussion on national and international priorities, and ways forward to effectively and efficiently addressing adaptation under a new global agreement on climate change. Dr Barbara Buchner will take part in a panel discussion.

From Ideas to Action: Mobilizing Climate Change Investment in Developing Countries

Solving the climate challenge requires significant investment. Research shows, however, that the private sector – which provides the lion’s share of current investment in climate action – faces specific barriers to scaling up finance in developing countries. The Global Innovation Lab for Climate Finance (The Lab) is a public-private partnership that identifies, develops, and launches innovative climate finance instruments. Less than two years in, The Lab has made significant progress. Four pilot instruments designed to address specific barriers in energy efficiency, renewable energy, and adaptation have attracted nearly USD 200 million in initial, public funding and are poised to mobilize billions of additional private finance, generating real change on the ground in key climate change sectors.
This COP 21 side event will bring together representatives of The Lab, donor governments, and the pilot instruments. These experts will share progress and lessons learned relevant to governments at COP21 and other entities who are working to driving climate finance in developing countries at scale, with a Q/A discussion to follow.
Todd Stern, Special Envoy for Climate Change at the State Department will provide an introduction. Dr Barbara Buchner, Senior Director of Climate Policy Initiative, which acts as the Lab Secretariat, will moderate a panel of speakers including:

Engaging the trillions – innovative climate finance mechanisms for institutional investors

Significant new investment in low carbon infrastructure is needed to simultaneously sustain global economic growth and address climate change concerns. The financing gap could be at least partially filled by institutional investors that seek uncorrelated and higher yielding investment alternatives while playing their part to address climate change.
