The German National Strategy for Sustainable Development, the Integrated Climate Protection Program, and the Kyoto Protocol define a number of energy and climate objectives. These objectives spurred the development and refinement of a set of policies to create incentives for energy efficiency improvements and to raise funds to finance energy security and climate policy objectives. These policies include:
- The Environmental Tax Reform,
- The Combined Heat and Power Act,
- The EU Emission Trading Scheme, and
- The Renewable Energy Act.
In this report, CPI studied the impact of these four energy policies and their related exemptions for industry, differentiated by the size of the firm and the industrial sub-sector.
